UC Davis had a 40-year history with Sodexo and the dining program had evolved to an unusual model in which the hourly staff were unionized and on the University payroll, leaving only the management positions remaining on the Sodexo team. The contract had been renewed through a successive series of amendments when the University determined a full competitive bid process would be required before the current agreement expired. Envision was retained to conduct an independent comparison of the potential of a new outsourced contract vs. converting the program to self-operation. Envision’s analysis indicated a full conversion to self-operation would be in the best interests of the University, but that the investment resources and personnel would not be properly achieved in the time remaining before the expiration of the contract. The University was successful in negotiating a 1-year extension to the contract, along with a commitment of cooperation from Sodexo that provided significant relief to the campus departments that were tasked with onboarding new responsibilities and supporting the overall transition. Challenges/Lessons Learned:  Initially, the study progressed very slowly due to resistance from contractor personnel to share operational and financial data that were critical to the development of our analysis.  This was eventually overcome through direct conversations between University leadership and Sodexo executives.
